BACKGROUND

On October 22, 2022, Napa County entered into an agreement with H2O Partners, Inc. to obtain grant writing services for the 2022 Building Resilient Infrastructure and Communities grant application. On January 10, 2023, the contract was amended to update the scope of work and compensation to include identifying and applying for additional grant funding opportunities.

In Fall 2025, Fire Administration engaged H2O Partners, Inc. to assist in the submission of a grant application for the Hazard Mitigation Grant Program 2025 notice of funding opportunities. The County has received subsequent Requests for Information from grantee agency California Office of Emergency Services which necessitate additional time to complete.

Requested Action: Amendment No. 2 to Agreement No. 230216B with H2O Partners, Inc.to extend contract from December 31, 2025, to June 30, 2026.

ENVIRONMENTAL DETERMINATION: The action is not a project as defined by California Code of Regulations, title 14, section 15378 (State CEQA Guidelines) and/or exempt under sections 15301 and 15304, subds. (a) and (i), [See Class 1 (“Existing Facilities”) and Class 4 (“Minor Alterations to Land”)] and, therefore, CEQA is not applicable.
