BACKGROUND
The Napa County Agricultural Commissioner’s Office is responsible for the implementation of federal, state, and local regulatory programs within Napa County. The regulated programs are designed to promote agriculture and protect the environment and public health. One such program is Senate Bill 7 which requires that newly constructed multi-unit residential buildings applying for water service after January 1, 2018, install water submeters for each individual unit. To support this effort, this project will remodel the Agricultural Warehouse in preparation for installation of a new water meter test bench, which includes demolition of the existing bathroom, storage room, and kitchen space to create one larger room to accommodate the test bench. The new test bench will feature an increased testing capacity to meet the comprehensive testing of all water meters throughout Napa County.
On December 16, 2025, the Board of Supervisors authorized creation of the “Ag Building Rehab Project” and a budget amendment of $177,800 was approved, transferring funds to the project from the Agricultural Commissioner-Sealer budget.
The Engineer’s Estimate for construction of the Ag Building Rehab project is $122,064. The Plans and Specifications are complete and ready for approval by the Board of Supervisors, which are available to view on the <https://www.napacounty.gov/1607/Current-Projects> website. County staff will return to the Board of Supervisors to present a detailed project budget based on the lowest responsible bid and to request a budget amendment and authorization to award.

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
