ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The requested action will move an existing Accounting Technician allocation from the Public Service Employees Bargaining Unit into a Confidential position within the Auditor-Controller’s Office. The incumbent in the Accounting Technician classification supports the Payroll Team and has access to confidential information related to the collective bargaining process.
This request updates an existing Accounting Technician allocation to a Confidential position and establishes Confidential Pay tied to the date of the incumbent’s appointment. There is no fiscal impact for the requested action, as there is no net increase in total staff receiving Confidential Pay within the Auditor-Controller’s Office.
Therefore, the Director of Human Resources and Auditor-Controller request adoption of a Resolution amending the Departmental Allocation List for the Auditor-Controller’s Office, effective August 19, 2023, with no new full-time equivalents (FTEs), and no impact to the County General Fund.
