BACKGROUND
The Airport submits an Airport Capital Improvement Plan (ACIP) to the Federal Aviation Administration (FAA) every year for concurrence on grant-eligible projects. To facilitate completion of projects planned for future fiscal years, the FAA requested Napa County update its adopted Pavement Maintenance Management Plan (PMMP), formerly known as Airport Pavement Management System (APMS).
Last completed in 2017, under FAA Airport Improvement Grant 33, the pavement tests and core samples are over 10 years old. Additionally, the airport is undergoing several revitalization efforts that have removed certain pavements, enhanced others, and found new conditions prompting attention. An updated PMMP, required for project justifications to the FAA, will be a comprehensive review of all pavement and subgrade areas on the Airport and access roads.
The FAA has agreed to fund the PMMP Update in the federal FY2026 grant cycle, which is FY 2026-27 for the County budget cycle. To accomplish the final application submittal by FAA’s June 2026 deadline, the County must create a CIP project and receive approval to apply for and execute the grant. The County has released a Request for Qualifications to establish a list of Airport on-call consultants consistent with FAA requirements for consultant selection (Advisory Circular 150/5100-14E). Once completed, Airport staff will return to the Board of Supervisors to execute on-call agreements and anticipate the first task order to be the PMMP planning efforts.
The PMMP is subject to an FAA grant for an estimated $427,500, or 95% of total project cost, and will not move forward without an FAA grant agreement. The remaining sponsor share of $22,500, or 5%, will be funded from the Airport Enterprise Fund. The proposed budget amendment of $450,000 includes planning document and design services ($430,000) and administrative costs ($20,000).
Requested Actions related to the “Pavement Maintenance Management Plan Update”:
1. Approve creation of a new Airport Capital Improvement Project 26033, PW 26-27 for the “Pavement Maintenance Management Plan Update”;
2. Approve a Budget Amendment for the following:
a. Increase Intrafund Transfers Out appropriation by $450,000 in the Airport Operations budget (Fund 5010, Subdivision 5010000) offset by the use of its available fund balance to transfer to Project 26033 and increase its Intrafund Transfers In revenues (Fund 5010, Subdivision 5010500, Project 26033, Account 49900);
b. Increase Consulting Services appropriation by $430,000 in Project 26033 budget (Fund 5010, Subdivision 5010500, Project 26033, Account 52310); and
c. Increase Engineer Services appropriation by $20,000 in Project 26033 budget (Fund 5010, Subdivision 5010500, Project 26033, Account 52145).
3. Authorize the Director of Public Works to apply for and execute a FAA Airport Improvement Program (AIP) grant agreement to fund the Pavement Maintenance Management Plan Update for estimated grant funding of $427,500.

This is a new capital project with funding sourced from the Airport Enterprise Fund (Fund 5010) and will seek reimbursement of 95% of total project cost under the Federal Aviation Administration (FAA) grant. |
