EXECUTIVE SUMMARY

The Fire Administrator is an appointed position which serves at the will of the Board of Supervisors. If approved, the recommended action updates position control documents, applicable management compensation plans, and formally appoints David Shew as the Fire Administrator at Step 3 of the position’s pay scale at the will of the Board. The position is responsible for strategic planning, coordination, and oversight across a range of administrative, communication, managerial, and financial functions within the County Fire Department.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The Fire Administrator is an appointed position which serves at the will of the Board of Supervisors. After the position was formally added through the Fiscal Year 2023-2024 Approved Budget, an exhaustive recruitment was conducted to identify the first Fire Administrator in the County’s history. The recruitment identified the ideal candidate to champion fire prevention functions within the Napa County Fire Department.

The selected candidate, David Shew, brings an impressive 32-year tenure with the California Department of Forestry and Fire Protection (CAL FIRE) to the role of Fire Administrator, including 15 years in the Sonoma-Lake-Napa Unit (LNU). During his extensive career, David served in several crucial roles, including Napa County Fire Marshal, Napa County Battalion Chief, Special Operations Chief, South Division Operations Chief and Administrative Division Chief.

In addition, the requested action amends the Table and Index of Classes, the Departmental Allocation List for the Napa County Fire Department, and appropriate personnel policies, with no net increase in FTEs, and no impact to the County General Fund.
