BACKGROUND

River Focus has been providing professional services to the Napa County Flood Control and Water Conservation District (District) since 2016 under a previous Agreement approved by the District’s Purchasing Agent. Jake Gusman (Gusman), Principal Engineer at River Focus, has provided invaluable hydraulic and hydrologic assistance on the Napa River/Napa Creek Flood Protection Project for over a decade.  Gusman and River Focus serve as the primary experts for this information and are always available to answer questions or help with any issues.  Gusman also assists with requests from other agencies or the general public regarding hydraulic model history and FEMA compliance.  His expertise and contacts with FEMA have allowed the community to take advantage of new floodplain programs, reducing flood insurance cost in areas throughout the City of Napa.

The scope for this contract includes, but is not limited to, the following items: peer review of hydrologic and hydraulic analyses, hydraulic modeling using FEMA and US Army Corps of Engineers approved models and other models as required by the District, hydrologic modeling, hydraulic design of streambank protection, geomorphic analysis, analysis of hydraulic impacts, documentation reports, preparation of exhibits using GIS and other software, preparation of FEMA map revision submittals, response to questions, and general project communication.

Discretionary Justification:

The services to be performed by River Focus under this agreement are as needed to ensure proper operation and function of the Flood Control Project.

Funding will be included in future budgets for services to be performed by River Focus.

Consequences if not approved:

There will be a risk of insufficient/incorrect hydraulic information for use for the Flood Control Project and other District projects.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The Napa River/Napa Creek Flood Protection Project was included in the Final Environmental Impact Report/Statement (FEIR/EIS). The FEIR was circulated twice for public comment, from December 19, 1997, to February 13, 1998, and again in October and November 1998 (although not required), then certified by the Board of Directors of the Napa County Flood Control and Water Conservation District on May 4, 1999. The U.S. Army Corps of Engineers certified the Final Supplemental Environmental Impact Statement (FEIS) on June 9, 1999.
