BACKGROUND

The Napa/Solano Agency on Aging Advisory Council currently has four appointments before the Board due to the expiration of member terms. Incumbent Neil Watter requested reappointment to a third term as a Napa County Representative. Incumbents Susan Ensey, Fran Rosenberg, and Fern Yaffa did not seek reappointment, resulting in two vacancies for Napa County Representative and one vacancy for Napa County Alternate 1 Representative.

The County Executive Office advertised the vacancies and received one request for reappointment from Neil Watter, applications from Marc C. Frankenstein and Michael O'Connell for the Napa County Representative positions, and an application from Gigi Gonzales for the Napa County Alternate 1 Representative position.

On August 28, 2018, the Napa County Board of Supervisors approved a joint application with Solano County to form a new Area Agency on Aging for Planning Service Area 28.  Subsequent to that, both counties appointed representatives to the Oversight Board and conducted a recruitment for members for the federally-mandated advisory council.  The Advisory Council members were appointed on April 23, 2019.

The advisory council is required to represent the senior population in respect to ethnic and racial distribution in Napa and Solano counties.  In addition, the following categories must be represented among the eight Napa representatives and the eight Solano representatives:

1.                     Older persons, including minority Individuals, who are participants or who are eligible to participate in programs under 45 CFR 1321.57;

2.                     Representatives of older individuals;

3.                     Representatives of health care provider organizations, including providers of veterans’ health care;

4.                     Representatives of supportive services providers organizations;

5.                     Persons with leadership experience in the private and voluntary sectors;

6.                     Local elected officials;

7.                     Family caregiver representative; and

8.                     The general public.

Requested Actions:

Reappoint Neil Watter as Napa County Representative and appoint Marc C. Frankenstein and Michael O’Connell as Napa County Representatives, and Gigi Gonzales as Napa County Alternate 1 Representative on the Napa/Solano Agency on Aging Advisory Council.
