Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to sign Amendment 2 to Agreement No. 180113B with Biomedical Waste Disposal, Inc., for a new contract maximum of $4,000 and updated Compensation exhibit for the Fiscal Year 2022-2023, and each subsequent automatic renewal, for the purpose of bio-waste pickup and disposal.

EXECUTIVE SUMMARY
Approval of this action will update the Compensation exhibit to reflect an increase to the price per pick and a decrease to the contract maximum by $1,000 for a new contract maximum of $4,000 commencing in Fiscal Year 2022-2023, and each subsequent automatic renewal. This amendment will also reduce the frequency of pickups for Mental Health from once every four weeks to once every eight weeks.
Biomedical Waste Disposal, Inc. is not a local vendor.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
As long as Napa County has been generating sharps and bio-waste, there has been a service agreement with a medical waste company. Bio-waste storage and removal must be done in accordance with Health and Safety Code Regulations, Section 118280; the strict regulations regarding disposal and storage of waste make this service essential to the basic function of clinic services. Health and Human Services Agency - Public Health Division, Building B is also a designated sharps disposal drop-off point for the general public.
Biomedical Waste Disposal offers this service at a much lower rate than the prior vendor contracted with the County of Napa (or other providers queried) for these services.
Amending this contract will increase the price per pick up for Public Health and decrease the contract maximum, as well as decrease the frequency of pick-ups for Mental Health from once every four weeks to once every eight weeks; the Public Health pick up schedule remains the same at once every two weeks with the flexibility to increase to once every week as needed.
