BACKGROUND

The roads planned for rehabilitation are selected based on their existing Pavement Condition Index (PCI), which is an overall measure of the condition of the road surface developed by the United Sates Army Corps of Engineers and later standardized by American Society for Testing and Materials (ASTM). The PCI shows a numerical index ranging from 0 to 100, with 100 being a best roadway condition that is anticipated to support 20 years of use.

Public Works uses the PCI to develop an extended 5-year plan, which is updated annually, to assist in prioritizing road resurfacing projects. Please note, this is not an analysis that selects repairs based on the worst conditions first to be repaired; it is based on repairs that provide the greatest efficacy per budget. Meaning that smaller funding amounts of maintenance towards roads that aren’t in poor shape can sometimes be much more effectively spent than a larger funding amount towards a road that has already failed.

The roads to be included in the project are as follows:

                     Solano Avenue, from Locust Avenue (City of Napa limit) to Vineyard View Drive (Town of Yountville limit) (3.2 miles) (PCI varies, as low as 19)

                     Big Ranch Road, from Oak Knoll Avenue (east) to the northern end (0.7 miles) (PCI 15)

Total Miles: 3.9 Miles

The requested funding for these roadway projects is for the project design. Construction is planned for spring and summer of 2025.

The Director of Public Works recommends approval to create Project 24033 and the Budget Amendment. Staff will return to the Board of Supervisors at a later date for approval of the Plans and Specifications, request for authorization to advertise for bids and provide an estimated project cost.
Requested Actions:

1.                     Approve a Budget Amendment for the following (4/5 vote required):

a.                     Increase Transfers Out appropriations by $300,000 in the Measure T Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220053, Account 56100) (M-T SRF) offset by use of its available fund balance to transfer to Project 24033; and

b.                     Creation of a new project for the “Measure T Solano Avenue and Big Ranch Road Pavement Repair Project” PW 25-01 (Fund 2040, Sub-Division 2040500, Project 24033) and increase appropriations for Engineer Services by $300,000 (Fund 2040, Sub-Division 2040500, Project 24033, Account 52145) offset by a transfer-in revenue from M-T SRF.

The roads will not be repaired and maintained, resulting in a potential roadway safety hazard.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California
Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
