BACKGROUND

This is an agreement with the South Lake County Fire Protection District (SLCFPD) for immediate response to emergency incidents in areas of Napa County adjacent to Lake County. This is a new Agreement that replaces previous Agreements that have existed to provide these services for many years. In the event of an emergency in areas of Napa County that are adjacent to Lake County, SLCFPD personnel and equipment may provide a faster response due to closer proximity to the emergency. This new agreement considers that at times, personnel or equipment may be in service to other emergency responses within SLCFPD, which will be treated as a higher priority on their part.  In those instances, emergency services will still be provided by the County.

Napa County has benefited from a long-standing agreement with SLCFPD for providing these services. Similar agreements have also existed with the City of Calistoga and the City of St. Helena. However, the metrics used to determine the compensation rate for each of these agreements have been different in the past. The County has embarked upon a consistent compensation rate for all three agreements, based upon the rate letters between each of these jurisdictions and Cal OES. These rate letters establish an agreement between the individual jurisdiction and Cal OES for the use of fire apparatus and personnel during emergency events.  The County is using these rate letters to establish hourly compensation to use their equipment and personnel during emergency responses inside Napa County jurisdiction. All three jurisdictions may update these rate letters with Cal OES on an annual basis, and these agreements will be adjusted to reflect any updates.

Requested Actions:
1.  Approve and authorize Agreement No. 250181B with the South Lake County Fire Protection District (SLCFPD) to provide emergency response services in areas of Napa County where SLCFPD can achieve a faster response.

Discretionary Justification:

Compensate South Lake County Fire Protection District when providing fire response in Napa County.

Future fiscal impact:

This Agreement provides for a predicted call volume of 50 emergency response calls annually. If the response volume exceeds 50 calls, the County will compensate SLCFPD at a rate of $317 per call. The per call rate of $317 may be adjusted whenever SLCFPD updates the rate agreement with Cal OES. 

Consequences if not approved:

SLCFPD will not be reimbursed costs incurred.
