BACKGROUND

NBRID’s wastewater disposal parcel includes four (4) storage ponds with a total capacity nearing 24 million gallons, a pump station, and close to 60 acres of treated wastewater spray fields. The sprayfields are situated on steep topography and during active sprayfield operations, runoff is diverted into the ponds as required by NBRID’s permit with the Central Valley Regional Water Quality Control Board. When the sprayfields are not in operation, runoff from storms is diverted around the ponds to prevent capacity impacts from non-wastewater sources. A damaged culvert was recently discovered near Pond 1 - at the base on the sprayfields - and it was determined that the culvert was allowing non-sprayfield runoff to enter the pond, reducing capacity for the storage of treated wastewater. Immediate repair of the culvert was necessary to ensure pond capacity was preserved over the course of the winter. The NBRID operations budget is not able to fund the repair expense without utilizing fund balance that is set aside for operations services and supplies expenses.

NBRID received approximately $1,656,941 in settlement funds from Golden State Risk Management Authority (GSRMA) following the 2020 LNU Fire Complex. The balance of unobligated insurance proceeds remaining for NBRID projects from this fund as of June 30, 2023 was $833,959 and NBRID staff confirmed through discussions with the County’s Risk Manager that the use of the remaining insurance funds are not limited to fire-related projects.

Via separate agenda items, $125,000 of the remaining total was requested as a Budget Amendment to the Woodhaven Ct Sewer Lift Station Project (Project 23032), $525,000 was requested for the Wastewater Disposal Sprayfields Rehabilitation Project (Project 24013), and $60,000 was requested for the replacement of four (4) groundwater monitoring wells as required by the Regional Board. As of this agenda report, the balance of the NBRID insurance proceeds in the 2020 Lightning Fire Complex budget is $123,959.

Today’s request is for a budget amendment of $29,000 from NBRID’s insurance settlement to deposit into the operations budget for the replacement of the repair of damaged drainage culvert. Including the subject Budget Amendment requested today, the remaining balance of insurance proceeds for NBRID in the 2020 Lightning Fire Complex budget is estimated to be $94,959. The requested Budget Amendment will allow NBRID to pay for the culvert repair without utilizing operations expenses.

Requested Actions:
1. Approve a Budget Amendment for the following:
    a. Increase appropriations of $29,000 to Transfer Out in the 2020 Lightning Complex Fund 1000, Subdivision 1058006 from release of restricted fund balance; and
     b. Increase appropriations of $29,000 to Construction Services in the NBRID Operations Fund 5240, Subdivision 5240000; and
    C. Increase revenue of $29,000 to Transfer In in the NBRID Operations Fund 5240, Subdivision 5240000 to fund the repair of the damaged drainage culvert at the NBRID wastewater storage pond access road.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a
significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class
1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California
Environmental Quality Act at 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the
California Environmental Quality Act, Appendix B.]
