body
BACKGROUND
NVTA has applied for a grant for, and is administering the creation of a South Napa County Station Area Plan, which will evaluate locations for a potential rail and multimodal hub in South Napa County. The Station Area Plan will identify access, connectivity and mobility improvements that could support future passenger rail service and multimodal connections. Napa County and NVTA will jointly coordinate on the Station Area Plan to support local and regional transportation planning goals, the County will contribute Sixty Thousand Dollars ($60,000) in local matching funds to support completion of the Station Area Plan. If needed, additional funds may be requested at a later date.
The total cost of the study is estimated at $310,000. That includes a $250,000 planning grant from Caltrans, and the County’s contribution. NVTA intends to award a consultant contract (at the completion of a competitive process) at their December Board meeting and the entire process is expected to take 18-24 months from kick-off to completion.
Included in the Fiscal Year 2026-27 budget is $14,850,000 in Project RDS00 for a list of Roads Capital Improvement Projects with not-to-exceed project amounts approved by the Board. South County Station Grant Local Match was on the list with a not-to-exceed amount of $60,000. With respect to this agenda item, a budget amendment and subsequent transfer of funds will be prepared to reallocate $60,000 from RDS00 to Project 27010. These actions will be reviewed and approved by the County Executive Office and the Auditor-Controllers office to ensure compliance with the adopted budget and availability of funds.
Requested Action.
