EXECUTIVE SUMMARY

Innovative Health Solutions, formerly Healthy Cooking With Kids provides project coordination and implementation of a California Department of Public Health grant scope of work, convenes community partners to develop a Community Nutrition Action Plan, and provides nutritional education to low income residents and coordinate a sugar-free beverages campaign.
This Amendment increases the funding for Federal Fiscal Year (FFY) 2020-2021 by $10,000, for a new maximum of $143,352. These funds were unspent by Public Health due to the redirection of staff to COVID-19 response activities. In addition, this Amendment modifies Section 3--Specific Terms and Conditions 3.1(l) to revise the amount of Federal funding Contractor will receive under this Agreement; and replaces Exhibit B and Exhibit B-1 with B-2 (Compensation) to include a revised budget. There is no change to the amount of funding for Federal Fiscal Year 2021-2022 (October 1, 2021 through September 30, 2022), which shall remain at $133,352 per fiscal year.
This amendment allocates an additional $10,000 to Contractor to ensure that Napa County is able to spend the grant in its entirety and complete work plan deliverables in the FFY ending September 30, 2021.  The additional funds will be used by the Contractor to expand Policy, Systems, and Environmental (PSE) change work in the area of physical activity promotion.

This Agreement ends on September 30, 2022. Appropriations have been included in the approved Fiscal Year 2021-2022 budget and future fiscal years will be budgeted accordingly.

If the amendment is not approved, the County will not be able to draw down the maximum amount of Federal funds to reimburse Public Health for expenses incurred.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The Supplemental Nutrition Assistance Program (SNAP), the cornerstone of the United States Department of Agriculture (USDA) nutrition assistance programs, plays a vital role in helping to improve nutrition among low-income individuals. Under current regulations (7 CFR 272.2), states have the option of providing nutrition education to SNAP recipients as part of their program operations. USDA’s Food and Nutrition Service (FNS) actively encourages States to provide nutrition education for SNAP participants and eligibles.
The goal of the Supplemental Nutrition Assistance Program Education Project (SNAP-Ed) is to improve the likelihood that persons eligible for SNAP will make healthy food choices. In California, SNAP is known as CalFresh. The Nutrition Education and Obesity Prevention Branch (NEOPB) of the California Department of Public Health (CDPH) is one of several programs that receive grant funding for nutrition education and obesity prevention efforts from the SNAP-Ed of the USDA. The mission of CDPH-NEOPB SNAP-Ed is to reduce the prevalence of overweight and obesity among California (CA) SNAP-Ed eligible residents through educational strategies, and multi-level organizational and community-wide public health approaches that support healthy behaviors at multiple levels of influence. This Agreement builds upon and continues Nutrition Education and Obesity Prevention activities from prior grant cycles. During Federal Fiscal Years (FFY) 2020-2022, SNAP-Ed aims to create change at the individual and community levels. This work is more narrowed and focused than in previous years in order to increase the reach and impact of SNAP-Ed in California.  
The overarching strategies of the program include:
     1)  Optimize and enhance the food system to support a healthy diet;
     2)  Adopt, implement, maintain, and support programs and policies that increase access to and demand for healthy food;
     3)  Adopt, implement, maintain, and support programs and policies that decrease access to and demand for unhealthy food;
     4)  Adopt, implement, maintain, and support programs and policies that promote drinking water and restrict sugar sweetened beverages; and,
     5)  Adopt, implement, maintain, and support programs, policies, and enhancements to the natural and built environment to increase physical activity opportunities
