BACKGROUND

The Fiscal Year 2024-25 Recommended Budget included $990,000 for one Type II Engine.  The County Fire Department requests authorization to purchase the one new apparatus from Golden State Fire Apparatus/Pierce Manufacturing without securing competitive bids. 

The Department has established Pierce brand engines as standard firefighting equipment. The engines have proven to be more reliable and less expensive to maintain than other manufactures’ engines.  Service records indicate that the Pierce engines have fewer maintenance problems and, consequently, fewer out-of-service hours and maintenance costs.  Standardizing equipment enables the Department to standardize the training to increase efficiencies during emergency operations and standardize maintenance software and required equipment.

Requested Actions:
1.  Approve a waiver of competitive bidding requirement and provide a sole source award to Golden State Fire Apparatus for the purchase of one new Pierce Type II Engine in the amount of $990,000 pursuant to County Ordinance Code section 2.36.090 due to technical compatibility requirements.

Discretionary Justification:

Current fire apparatus owned and operated by the County Fire Department is manufactured by Golden State Fire Apparatus/Pierce.  The Department would like to purchase the replacement engines from Golden State Fire Apparatus/Pierce.  This aids in standardizing equipment and training to increase efficiencies during emergency operations and standardizes the maintenance software/equipment required.

Future fiscal impact:

The cost of maintaining the apparatus would be supported by the Fire Fund (2100).

Consequences if not approved:

The Department would go through the standard bidding process and possibly recommend purchase of non-compatible equipment.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
