Director of Human Resources and Director of Planning, Building & Environmental Services request adoption of a Resolution amending the Table and Index and the Departmental Allocation List for the Planning, Building & Environmental Services Department by adding one 1.0 full-time equivalent (FTE) Senior Plans Examiner, deleting one 1.0 FTE Plans Examiner, and addressing compaction, effective September 17, 2022, with no increase in FTE, and a slight increase to the County General Fund.

EXECUTIVE SUMMARY
If approved, this request adds a 1.0 FTE Senior Plans Examiner to the Planning, Building & Environmental Services Department. deletes a 1.0 FTE Plans Examiner and addresses the Plans & Permit Supervisor salary compaction due to the creation of the Senior Plans Examiner classification.

With the creation of the new Senior Plans Examiner class, the position will be able to perform the most difficult and highly technical plans examination duties of the Plans Examiner class series and provide lead worker duties to lower-level staff. |

Future fiscal impact: |
The increase in cost of salary and benefits for the Senior Plans Examiner position is approximately $5,325 per fiscal year. The increase in cost of salary and benefits for the Plans & Permits Supervisor to address salary compaction is approximately $7,155. The increased cost of salaries and benefits for future fiscal years will be budgeted accordingly. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Currently, the Plans Examiner is a flat career path. To create career growth and recognize the additional complexities that come with advanced work, a Senior Plans Examiner position was created to be the technical expert and provide lead work duties over Plans Examiners. This new classification was also created to assist with recruitment and retention within the Planning, Building & Environmental Services Department. Also, because of the creation of the new Senior Plans Examiner position, compaction between the new Senior and the existing Plans & Permits Supervisor must be addressed.
Therefore, the Director of Human Resources and the Director of Planning, Building & Environmental Services requests the deletion of a 1.0 FTE Plans Examiner, and the addition of a 1.0 FTE Senior Plans Examiner effective September 17, 2022, with no net increase of FTEs, and a slight increase to the General Fund, and amending the Table and Index to reflect this change and address supervisory compaction.
