BACKGROUND
In 2021, the Napa River/Napa Creek Flood Protection Project received Federal funding in the amount of $48.3M to complete the remaining Increments 2 and 3. Napa County Flood Control and Water Conservation District (NCFCWCD) and United States Army Corps of Engineers (USACE) entered into a 204 Project Partnership Agreement which allowed NCFCWCD to take the lead on design and construction for the remaining work.
On September 30, 2025, District staff issued an Invitation for Bid for the Floodwalls North of the Bypass Project (Increment 2). These floodwalls extend between the Napa River Bypass to just south of the Elks Lodge along the west bank of the Napa River in the City of Napa. The project will also complete the floodwalls at the bypass channel by closing two “gaps” that were left to allow for overland flows that could exist during flood events in the interim situation.
On November 21, 2025, staff led interested parties on a mandatory tour of the project. Representatives from 31 companies attended the tour. Seven contractors submitted proposals by the deadline of January 20, 2026, at 4:30 pm. Shimmick Construction Company, Inc., submitted a low bid of $32,812,575. District staff reviewed the bid and found it to be responsive. Staff recommend that the District Board approve and enter into an agreement with Shimmick Construction Company, Inc. for total compensation of $32,812,575 to complete the construction work.
The project is funded by Flood Projects - Measure A and partially reimbursed by Federal funding.

If the agreement is not approved, the next phase of the flood project cannot be constructed in accordance with the completed bid process. NCFCWCD would also be unable to complete its obligations agreed to with the Federal Government. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The Floodwalls North of the Bypass, Increment 2 contract of the Napa River/Napa Creek Flood Protection Project was included in the final Environmental Impact Report (FEIR) for the Project that was certified by the District on May 4, 1999, for which a Notice of Determination was filed on May 7, 1999. The Final Supplemental Impact Statement (FEIS) for the Project was certified by the USACE in its Record of Decision filed on June 9, 1999. On March 25, 2025, after a 45-day public review and response to comments, the District Board certified the Final Subsequent Environmental Impact Report for the Floodwalls North of the Bypass Project which addressed changes to the original design in some areas within the footprint of that Project. The U.S. Army Corps of Engineers circulated a Draft Supplemental Environmental Assessment/ Finding of No Significant Impact for a 30-day review May 22, 2025, to June 20, 2025. After the public and agency review period, the U.S. Army Corps of Engineers responded to comments and prepared the Final Supplemental Environmental Assessment/ Finding of No Significant Impact.
