Adopt a Resolution consolidating the municipal elections for the Cities of Napa, Calistoga, American Canyon St. Helena, and Town of Yountville, and district elections for the Napa County Regional Park and Open Space District, Napa Valley Community College District, Napa Valley Unified School District, Calistoga Joint Unified School District, St. Helena Unified School District, and Pope Union Elementary School District, all to be held on November 3, 2026, and authorize and direct the County Elections Official to provide election-related services with full reimbursement of any costs incurred by the County. BACKGROUND
Pursuant to California Elections Code Sections 10400, 10401, 10402.5, 10403, County Counsel and Registrar of Voters request adoption of a Resolution consolidating municipal elections for the Cities of Napa, Calistoga, American Canyon St. Helena, and Town of Yountville, and district elections for the Napa County Regional Park and Open Space District, Napa Valley Community College District, Napa Valley Unified School District, Calistoga Joint Unified School District, St. Helena Unified School District, and Pope Valley Union Elementary School District, all to be held on November 3, 2026, and authorize and direct the Elections Division of the Assessor-Recorder-County Clerk Department to provide election-related services with full reimbursement by the entities any costs incurred.
The resolutions adopted by the Cities, Town and Districts are included as part of this board letter and generally summarized below:
1. City of Napa has adopted Resolution No. R2026-060, calling an election for the purpose of electing two members to the Napa City Council.
2. City of Calistoga has adopted Resolution Nos. 2026-30 and 2026-31, calling an election for the purpose of electing a mayor and two members to the Calistoga City Council.
3. Town of Yountville has adopted Resolution No. 26-4427, calling an election for the purpose of electing a mayor and two members to the Yountville Town Council and submitting to the voters a ballot question related to the Town of Yountville’s Measure Y (increase in appropriation limits.
4. City of St. Helena has adopted Resolution Nos. 2026-063 and 2026-064, calling an election for the purpose of electing a mayor and two members to the St. Helena City Council and also adopted Resolution No. 2026-070 calling for the placement of a general tax measure designated as Measure S on the ballot for the November 3, 2026 municipal election.
5. City of American Canyon has adopted Resolution No. 2026-39, calling an election for the purpose of electing two members to the American Canyon Council and also adopted Resolution No. 2026-57, calling for the placement of a general tax measure designated as Measure P on the ballot for the November 3, 2026 municipal election.
6. Napa County Regional Park and Open Space District has adopted Resolution No. 26-02 for the election of two governing members.
7. Napa Valley Unified School District has adopted Resolution No. 26-35 calling an election for the purpose of electing four members to the Board of Trustees of the Napa Valley Unified School District.
8. Calistoga Joint Unified School District has adopted Resolution No. 25-26-16 calling an election for the purpose of electing two members to the Board of Trustees of the Calistoga Joint Unified School District.
9. Pope Valley Union Elementary School District has adopted Resolution No. 2026-06 calling an election for the purpose of electing two members to the Board of Trustees of the Pope Valley Union Elementary School District.
10. St. Helena Unified School District has adopted Resolution No. 25-36 calling an election for the purpose of electing three members to the Board of Trustees of the St. Helena Unified School District.
11. Napa Valley Community College District has adopted Resolution No. 26-15 calling an election for the purpose of electing four members to the Board of Trustees of the Napa Valley Community College District.
Requested Action: Adopt a Resolution consolidating the municipal elections for the Cities of Napa, Calistoga, American Canyon St. Helena, and Town of Yountville, and district elections for the Napa County Regional Park and Open Space District, Napa Valley Community College District, Napa Valley Unified School District, Calistoga Joint Unified School District, St. Helena Unified School District, and Pope Union Elementary School District, all to be held on November 3, 2026, and authorize and direct the County Elections Official to provide election-related services with full reimbursement of any costs incurred by the County.
