BACKGROUND

The Fiscal Year 2024-25 Approved Budget included a fully funded Engineering Manager - PBES classification.  However, the requested position should have been listed as an Engineering Manager. The Engineering Manager - PBES classification was removed from the Table and Index of Classes in early 2023, and no longer exists. As a result, although the Engineering Manager - PBES position was fully funded in the 2024-25 Annual Budget, the classification did not technically exist.  The allocation should have been listed as an Engineering Manager in the Departmental Allocation List. If approved, this agenda item corrects this administrative error by adding the fully funded Engineering Manager allocation to the Departmental Allocation List allocation list for PBES.

1. Adopt a Resolution to amend the Departmental Allocation List for the Planning, Building, and Environmental Services Department, effective December 7, 2024, with a net increase of 1.0 FTE.

Discretionary Justification:

The funding for this position already exists. It is critical to add the commensurate allocation to the Departmental Allocation List and fill the vacancy to expedite management of several key PBES programs.

Is the general fund affected?

No

Future fiscal impact:

There is no fiscal impact as this request is to correct an administrative error. The requested action is simply to add the position to the PBES Departmental Allocation List. The position was accounted for in the Fiscal Year 2024-2025 Approved Budget.

Consequences if not approved:

PBES will be without a dedicated manager within the Engineering Division to oversee permitting of land development projects, as well as implementation of stormwater and flood programs.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
