BACKGROUND

Counties providing behavioral health services under a managed care contract with the California Department of Health Care Services (DHCS) must meet certain conditions and requirements to receive state and federal funding for these community mental health services. This agreement, which is the County’s performance contract, as required by Welfare and Institutions Code (W&I) sections 5650(a), 5847, and Title 9, California Code of Regulations (CCR), section 3310, sets forth conditions and requirements that County must meet in order to receive funding from the following sources: the Behavioral Health Services Act (State funds), Projects for Assistance in Transition from Homelessness (PATH-Federal funds), Community Mental Health Services Block Grant (MHBG-Federal Funds) from the Substance Abuse and Mental Health Services Administration (SAMHSA), Substance Abuse Prevention and Treatment Block Grant (SABG).
