Approve and authorize Agreement No. 270086B with Department of Health Care Services for the term of July 1, 2026 through June 30, 2029 for a State mandated agreement pertaining to the ongoing operation and funding of community behavioral health services in Napa County. (No Fiscal Impact; Mandatory)

BACKGROUND
Counties providing behavioral health services under a managed care contract with the California Department of Health Care Services (DHCS) must meet certain conditions and requirements to receive state and federal funding for these community mental health services. This agreement, which is the County’s performance contract, as required by Welfare and Institutions Code (W&I) sections 5650(a), 5847, and Title 9, California Code of Regulations (CCR), section 3310, sets forth conditions and requirements that County must meet in order to receive funding from the following sources: the Behavioral Health Services Act (State funds), Projects for Assistance in Transition from Homelessness (PATH-Federal funds), Community Mental Health Services Block Grant (MHBG-Federal Funds) from the Substance Abuse and Mental Health Services Administration (SAMHSA), Substance Abuse Prevention and Treatment Block Grant (SABG).
