BACKGROUND
The Sullivan Parking Lot is a publicly accessible, all-day parking facility owned by the County of Napa. It is located west of the County Administration Building and bounded by 3rd Street on the north, Randolph Street on the west, 4th Street on the south, and Coombs Street on the east. Over time the parking lot asphalt surface has deteriorated, developing potholes and large cracks, which present both a public safety and maintenance concern and is need of rehabilitation. Following the repairs and resurfacing the parking lot will be re-striped to its existing configuration including American with Disabilities Act parking stalls.
The Board of Supervisors previously approved the creation of Project 20024 during the budget hearing in FY 2020. The approval also moved $50,000 into the project to fund the design for the repair of the Sullivan Parking Lot.
Separately, on February 25, 2025, the Board of Supervisors authorized the creation of the “Cuttings Wharf Road and Cuttings Wharf Boat Launch Paving Project,” RDS 25-22, and approved a budget transfer of $190,000. Of this amount, $170,000 was allocated from the Measure T fund for Cuttings Wharf Road and $20,000 from the Capital Improvement Fund (Fund 3000, Sub-Division 3000000, Account 56100) for the Cuttings Wharf Boat Launch. However, due to insufficient Capital improvement Funds to cover construction costs, the Cuttings Wharf Parking Lot was removed from the project and focus was redirected toward the County’s Facilities Master Plan (FMP).
On June 3, 2025, the Board received an update on the FMP and made the strategic decision to pause the FMP indefinitely. At that time $9 million was appropriated as part of the 2025-26 Fiscal Year budget to perform various deferred maintenance projects that had been on hold while the FMP was under consideration. One of the deferred maintenance projects being the Sullivan Parking Lot.
With new funding secured, staff resumed and completed the design for the Cuttings Wharf and Sullivan Parking Lots, consolidating the improvements into a single project. Due to its proximity to the Sullivan Lot, the Administration Short-Term Parking lot was also added to the project. Funding for the Sullivan and Administration parking lot improvements is proposed to come from the $9 million maintenance budget package approved for the 2025-26 fiscal year.
The Fiscal year 2025-26 Adopted Budget includes $580,000 in Capital Improvement Funds (CIF) which Staff recommends reallocating $484,401 from Project 25024 to the Cuttings Wharf Boat Launch Paving Project (25031). The $484,401 would be used to cover costs associated with the rehabilitation of the parking lot, replacement of two dock floats damaged by a June 2025 fire, and minor Americans with Disabilities Act (ADA) upgrades to the restrooms.
The scope of work for the Cuttings Wharf, Sullivan and Admin Parking Lot Paving Project includes but is not limited to:
• Asphalt overlay
• Removal and replacement of asphalt
• Placement of new concrete ADA parking stalls
• Protection of existing utilities, drain inlets, and monuments.
Total Square Footage: 122,307
On August 19, 2025, the Board of Supervisors approved the plans and specifications and authorized to advertise for sealed bids and opening of the bids pursuant to Section 20150.8 of the Public Contract Code. On September 11, 2025, bids were received and opened. The bid results are attached for reference.
Staff recommends awarding the contract to the lowest responsive bidder, O.C. Jones & Sons, Inc. of Berkeley, CA, for their base bid of $603,000.
O.C. Jones & Sons, Inc. base bid is lower than the engineer’s estimate of $920,000. The total project cost including design and engineering, construction, construction management, geotechnical services and contingency, is $1,074,005. The project will be fully funded by Capital Improvement Funds.
O.C. Jones & Sons, Inc. is not a local vendor however; the Public Contract Code requires that the construction contract be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder’s Exchange, and by posting on the County website. Staff also sent “Notices to Contractors” to the local construction community.
Requested Actions:
1. Award of the construction contract for the “Cuttings Wharf, Sullivan, and Admin Parking Lot Paving Project,” RDS 25-46 to O.C. Jones & Sons, Inc. of Berkeley, CA, for their low base bid of $603,000 and authorization for the Chair to sign the construction contract; and
2. Approve a Budget Amendment for the following (4/5 votes required):
a. Reclass Construction Services appropriation by $484,401 in the Cuttings Wharf Road Paving Project (Fund 2040, Sub-Division 2040500, Project 25024, Account 52360) to Transfers Out appropriations (Fund 2040, Sub-Division 2040500, Project 25024, Account 56100) to return $484,401 to the Capital Improvement Projects Fund (CIF) (Fund 3000, Sub-Division 3000000, Account 48200);
b. Increase Transfers Out Appropriations by $484,401 in the CIF (Fund 3000, Sub-Division 3000000, Account 56100) offset by a transfer-in revenue from project 25024 to transfer to project 25031; and
c. Increase Construction Services appropriations by $484,401 in Project 25031 budget (Fund 2040, Sub-Division 2040500, Project 25031, Account 52360) offset by a transfer-in revenue from the CIF.
d. Reclass Construction Services appropriation by $589,604 in the Facilities Space Plan and Plan Development Project (Fund 3000, Sub-Division 3000560, Project 23045, Account 52360) to Intrafund Transfers Out appropriations (Fund 3000, Sub-Division 3000560, Project 23045, Account 57900) to return $589,604 to the CIF (Fund 3000, Sub-Division 3000000, Account 49900);
e. Increase Intrafund Transfers Out appropriation by $589,604 in the CIF (Fund 3000, Sub-Division 3000000, Account 57900) offset by a transfer-in revenue from project 23045 to transfer to project 20024; and
f. Increase Construction Services appropriations by $589,604 in Project 20024 budget (Fund 3000, Sub-Division 3000550, Project 20024, Account 52360) offset by a transfer-in revenue from the CIF.
