BACKGROUND
On January 23, 2024, the Board of Supervisors adopted a Resolution to participate in a federally funded Homeland Security Grant Program (HSPG) through its County Office of Emergency Services. The FY2023 HSPG award allocation amount of $204,898 covers expenditures for equipment, emergency management operational coordination, public health information sharing, communications, interoperability planning and grant management and administration costs between several agencies and departments within the County of Napa.
County Fire has received $71,000 of this grant to purchase a HazMat Sensor for the Napa County Interagency Hazmat Team (NIHIT). This detection device allows the team the ability to have trace-level chemical threat detection, with high sensitivity and selectivity. It will analyze all phases of matter (liquid, solid, and gas) with results in less than 60 seconds, allowing the process of detecting the unknown chemical to be expeditious. The device will allow NIHIT to keep within the standard of the Office of Emergency Services typing process.
The current cost of the equipment is $76,000 leaving $5,000 of unfunded money needed for the purchase. Fire is requesting to make up the $5,000 difference with a budget adjustment. The terms of the grant require the County to purchase the equipment prior to receiving reimbursement from the HSGP grant funds.
Requested Actions:
1. Approve Budget Amendment increasing equipment expense appropriations in Fire Operations (Fund 2100, Sub-division 2100000, Account 55400) by $5,000 for the purchase of HazMat equipment totaling $76,000, offset by a decrease in supplies (Fund 2100, Sub-division 2100000, Account 53600) with no net change to the Fire Fund.
