EXECUTIVE SUMMARY

Approval of today’s action will provide support, structure, and resources to grow FNL programs, including SEL best practices, with support from California Friday Night Live Partnership (CFNLP).

While there is no mandate to contract with this provider, this agreement will provide funding to existing or newly developed FNL chapters and build the capacity of young people to positively impact their school community and culture.

None, this Agreement terminates on June 30, 2024.

Consequences if not approved:

If this agreement is not approved, PH will be unable to support the expansion of FNL programs intended to strengthen current FNL chapters in the community and expand SEL opportunities and capacity among youth in Napa County schools.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

CFNLP, housed in the Tulare County Office of Education, provides leadership and field support to FNL programs in counties throughout the state and administers annual stipends and grants. The primary focus of FNL programs is to form youth-adult partnerships with young people, to provide programs rich in opportunities and support, so young people will be less likely to engage in problem behaviors, more likely to achieve in school, and more likely to attend higher education or secure a full-time job.
CFNLP will provide training and technical assistance to integrate SEL concepts into existing or newly developed FNL chapters and build the capacity of young people to positively impact their school community and culture. County FNL programs work with young people to bring a youth voice to adult SEL Communities of Practice (CoP). This partnership will provide an opportunity for young people to act on their campus, improve school climate, and create an environment where students feel safer and more connected. “SEL is the process through which all young people…acquire and apply the knowledge, skills, and attitudes to develop healthy identities, manage emotions and achieve personal and collective goals” (Collaborative for Academic, Social, and Emotional Learning - CASEL (2023). HHSA’s PH will expand existing FNL chapters at New Technology High School, American Canyon High School, Justin Siena High School, and Valley Oak High School. A new chapter will be established at Vintage High School. A portion of this grant will be used to fund an extra help staff intern to support the chapters.
Use of these funds was offered to all sites in Napa County with existing or planned FNL chapters.
Your Board previously approved a revenue agreement with Tulare County Superintendent of Schools on August 22, 2023, to provide continued support for existing chapters and development of new chapters for FNL programs in Napa County.
This agreement was received by HHSA mid-July 2023.
Tulare County Superintendent of Schools is not a local vendor.
