BACKGROUND

Measure U requires each jurisdiction to create a 5-year list of projects that might be funded by Measure U and approve it through adoption of a resolution.  The subject list along with the proposed resolution is attached for Board review and approval.  The list is a planning tool and does not commit any funding or mandate that the County complete any particular project, but it must be in place to receive any Measure U funds.  Upon Board adoption of the resolution for the 5-year project list, it will be sent to Napa Valley Transportation Authority.

Measure U is only one piece of the Roads capital project landscape, as several other sources of funding, including SB 1 and HUTA (the gas tax), various other County funds (such as reserves for disaster recovery), and other State and Federal funds all contribute to Roads projects. The attached spreadsheet summarizes all the Roads projects planned for 2025 (and beyond), indicating the expected cost, miles of pavement, and funding source.

The Public Works Director will provide a summary of these projects over the upcoming years, how the projects are chosen, and where we are in catching up from 25 years of deferred maintenance.
