BACKGROUND

L.E. Professional Standards provides Standards and Training for Corrections (STC) to law enforcement personnel that meet the State’s standard in delivering trained qualified instructors and job-related skills training to Corrections and Probation personnel. There are a variety of professional development trainings that are offered. The vendor will deliver training related to California mandates with the latest legislative enactments; case law decisions affecting Probation and other law enforcement agencies; best practice response to manage field contacts; coping mechanisms, professional courage, foundational principles of de-escalation; the importance of personal and peer accountability; and increase the confidence and ability to articulate and assess an individual’s behavior who may be experiencing episodic mental distress and respond with effective resolution techniques.

The department has a current agreement with this vendor but does not reflect current pricing and additional training needed by the Probation Officers.

State funding is available to offset the costs of STC training.

Discretionary Justification:

Probation Officers are required to received 40 hours of STC training annually but not required to receive the training from this vendor.

Future fiscal impact:

The agreement has a two-year automatic annual renewal. Future appropriations will be budgeted accordingly.

Consequences if not approved:

If the agreement is not approved, Probation Officers may not receive the necessary training to maintain proficiency needed while on the job.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
