BACKGROUND

The Community Leaders Coalition/Voters Choice Napa (CLC/VCN), whose financial agency is Cope Family Center, has been an active and valued partner of the Election Division since 2017. CLC/VCN has played a key role in shaping the three Election Administration Plans required when Napa County became one of the first five Voters Choice Act counties for the June 2018 Primary Election. CLC/VCN is a coalition of non-profits most of which serve populations which are underserved eligible citizens, i.e., language minorities, persons with disabilities, youth, and seniors.

The proposed agreement will allow CLC/VCN to target underserved eligible citizens with material designed to increase voter registration and active participation in the November 5, 2024 Presidential Election. These funds are included in the Fiscal Year 2024-2025 recommended budget.

Requested Action: Approve and authorize Agreement 240421B with Cope Family Center.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State of CEQA Guidelines) and therefore CEQA is not applicable.
