EXECUTIVE SUMMARY

Approval of this amendment will extend funding through June 30, 2023, to allow the County to continue providing the services in support of grassroots outreach related to COVID-19 vaccines, with a special focus on those population groups most impacted by the COVID-19 pandemic.

Discretionary

Discretionary Justification:

This Agreement is discretionary in that there is no mandate for the County to accept this revenue. However, this Agreement will allow Health and Human Services Public Health division to streamline outreach and engagement efforts for the COVID-19 vaccine.

Is the general fund affected?

Future fiscal impact:

This Agreement ends on June 30, 2023.

Consequences if not approved:

This funding would allow for Napa County and partners to streamline outreach and engagement efforts (in addition to support with COVID-19 vaccination appointments) to the hardest to reach and most vulnerable populations in our community. If contract is not approved, we will not have enough capacity to designate staff to focus on these efforts.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable. 

 

BACKGROUND AND DISCUSSION

This revenue agreement is made possible through a state grant award issued by the California Government Operations Agency (“GovOps”) pursuant to paragraph 2 of Governor Gavin Newsom’s Proclamation of a State of Emergency dated March 4, 2020, which is also consistent with Public Contract Code sections 1102 and 10340(b)(1). The overall goal of this agreement is to accelerate COVID-19 vaccinations to the most vulnerable, high-risk populations in Napa County. Funding is intended for grassroots outreach related to COVID-19 vaccines in addition to supporting COVID-19 vaccination appointments across the County of Napa, with a special focus on those population groups most impacted by the COVID-19 pandemic. The COVID-19 pandemic has had a disproportionate impact amongst California’s diverse population groups. The goal of this agreement is to accelerate COVID-19 vaccinations to the most vulnerable, high-risk populations in Napa County.
