BACKGROUND

Part 1: Section 8 of the policy manual currently contains three Board governance rules and procedures subsections:
-Section 8, last revised in November 2020 by Resolution 2020-141;
-Section 8B, last revised in December 2021 by Resolution 2021-151, and
-Section 8L, last revised in March 2021 by Resolution 2021-22. 

These documents govern the Board’s self-governance, meetings, and creation of advisory boards and commissions and appointments by the Board thereto. 

Staff recommend consolidating these three documents into a single document that is easier to follow and eliminates prior overlap.  Consolidation will benefit the Board and the public. A single document with clear structure and internal consistency will reduce confusion and save time for interested parties reading the Board’s adopted self-governance guidelines. Significant changes are identified in the attached Executive Summary.

Staff request that the Board adopt a resolution amending Part 1: Section 8 that will also revoke Sections 8B and 8L, creating a single self-governance policy known as Part 1: Section 8.

Discretionary Justification:

Adoption of this revision will make it easier for both the Board and the public to understand the guidelines the Board uses to govern its actions by creating uniform structure and consolidating three documents into a single, more concise document.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
