BACKGROUND
These road maintenance overlay projects are part of the County's ongoing infrastructure management efforts to maintain road conditions, extend pavement life and increase pavement condition index.
To address these challenges effectively, our staff is requesting a budget amendment from the PG&E Settlement Designation, specifically allocated for overlay repairs, and Garbage Zone 1 budget. The request is to use that fund for Wild Horse Valley Road Maintenance Overlay repairs. For Berryessa Knoxville Road and Hardin Road Maintenance Overlay the request is to use funds from UVDS Franchise fee. Garbage and recycling vehicles provide a necessary service, but are very heavy and contribute to road deterioration over time. These allocations will enable us to implement comprehensive repairs essential for restoring the road’s structural integrity and ensuring safe passage for residents.
Requested Actions:
1. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Transfers Out appropriations by $144,926 in the Capital Improvement Projects Fund (Fund 3000, Sub-Division 3000000, Account 56100) offset by use of its available fund balance by release of PG&E Settlement Funds Designation to transfer to Roads Operations budget for Wild Horse Valley Road Project and increase to its Transfers In revenues (Fund 2040, Sub-Division 2040000, Account 48200); and
b. Increase Transfers Out appropriations by $380,074 in Zone 1 Garbage budget (Fund 2180, Sub-Division 2180000, Account 56100) offset by use of its available fund balance to transfer to Roads Operations budget for Wild Horse Valley Road Project and increase to its Transfers In revenues (Fund 2040, Sub-Division 2040000, Account 48200); and
c. Increase Transfers Out appropriations by $900,000 in UVDS Franchise Fee budget (Fund 2182, Sub-Division 2182000, Account 56100) offset by use of its available fund balance to transfer to Roads Operations budget for Berryessa Knoxville Road and Hardin Road Project and increase to its Transfers In revenues (Fund 2040, Sub-Division 2040000, Account 48200).
d. Increase Infrastructure Repair Supplies appropriations by $1,266,000 and Rent/Leases Equipment appropriations by $159,000 in Roads Operations budget (Fund 2040, Sub-Division 2040000, Accounts 53360 and 52600) offset by transfer-in revenue from CIF, Zone 1 Garbage and UVDS funds.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
