BACKGROUND
On December 16, 2025, the Board of Supervisors authorized creation of the “Ag Building Rehab Project” and a budget transfer of $177,800 was allocated for the project using the Agricultural Commissioner-Sealer budget (Fund 3000, Sub-Division 3000550, Project 26019).
The Napa County Agricultural Commissioner’s Office is responsible for the implementation of federal, state, and local regulatory programs within Napa County. The regulated programs are designed to promote agriculture and protect the environment and public health. To support this effort, this project will remodel the Agricultural Warehouse in preparation for installation of a new water meter test bench.
The scope of work for the Ag. Building Rehab Project includes but is not limited to:
• Demolition of the existing bathroom, storage room, and kitchen space.
• Prep and painting of interior walls.
• Installation of a new water meter test bench.
• Installation of a new electric water heater and plumbing improvements.
• Installation of a new mechanical unit.

On March 24, 2026, the Board of Supervisors approved the plans and specifications and authorized to advertise for sealed bids and opening of the bids pursuant to Section 20150.8 of the Public Contract Code. During the bidding phase, staff evaluated the condition of the existing flooring in the Roads main office following concerns about moisture damage. Staff identified signs of water intrusion and confirmed that the flooring has not been replaced since the building’s construction in 1995. For economies of scale, the project scope was expanded to include installation of a moisture barrier system, replacement of the flooring, repair of a water-damaged wall, and exterior sealant repairs at the Roads main office.
On April 23, 2026, bids were received and opened. The bid results are listed below for reference:

Staff received a seventh bid from CJE Construction LLC, for a low base bid of $229,550. However, due to staff not receiving CJE Construction’s bid security prior to the bid opening per the project requirements, staff marked this bid as non-responsive. Staff recommends awarding the contract to the lowest responsive bidder, Good Life Construction, Inc. of North Highlands, CA, for their base bid of $235,570 as well as bid alternate #1 (Roads Main Office Restrooms) of $8,579 for a grand total of $244,149.
Good Life Construction, Inc.’s base bid is higher than the engineer’s estimate of $122,064 as the engineer’s estimate did not include the Roads Main Office scope of work. The total project cost, including design and engineering, construction, construction management, and contingency is $505,527. Staff is requesting a budget amendment of $103,002 to fully fund the Ag. Building Rehab Project. Staff will fund the $165,399 Construction Cost for the Roads Main Office work through the Roads Operations budget. The work is estimated to begin July of 2026 therefore it’ll be paid out of the Roads Operations Fiscal Year 2026-27 budget.
Good Life Construction, Inc. is not a local vendor however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder’s Exchange, and by posting on the OpenGov website. Staff also sent “Notices to Contractors” to the local construction community.
Requested Actions:
1. Award of the construction contract for the “Ag Building Rehab Project,” PW 26-16 to Good Life Construction, Inc of North Highlands, California for their low base bid of $235,570 as well as bid additive alternate #1 of $8,579 for a grand total of $244,149 and authorization for the Chair to sign the construction contract; and
2. Approve a Budget Amendment for the following (4/5 votes required):
a. Increase appropriations for Project 26019 - Ag Commissioner’s Warehouse in the Capital Projects Fund (Fund 3000, Sub-Division 3000550) in account 52360 - Construction Services by $103,002, offset by an increase of $103,002 in revenue account 48200 - Transfers-In from the Ag Weights and Measures Special Revenue Fund; and
b. Increase appropriations in the Ag Weights and Measures Special Revenue Fund (Fund 2420, Sub-Division 1600050) in account 56100 - Transfers out by $103,002 offset by use of its available fund balance.
