Adopt a Resolution to establish Indigenous Peoples’ Day as an observed Napa County holiday effective October 14, 2024, and every second Monday in October thereafter for the Napa County Probation Professionals Association. (Fiscal Impact: $40,000 Expense; General Fund; Budgeted; Discretionary)

BACKGROUND
On August 6, 2024, Napa County and the Napa County Probation Professionals Association entered into a Side Letter Agreement to amend the Holidays Observed section of both the Supervisory and Non-Supervisory Unit’s Memorandum of Understanding to include Indigenous Peoples’ Day (second Monday in October), effective October 14, 2024. The second Monday in October is currently an observed holiday for the Deputy Sheriff’s Association, Napa County Public Services Employee Association, and unrepresented employees.

There is no obligation for the Board to approve the Side Letter Agreement, however, the County and the Napa County Probation Professionals Association bargained in good faith within the authority granted by the Board. |

Holiday overtime costs are approximately $40,034 per day and adequate budget is available for FY 2024-25. Future operational costs will be budgeted accordingly. |

The County will deny something agreed upon resulting in a strained labor relationships. |

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable
