EXECUTIVE SUMMARY

The subject agreement was first entered into on April 19, 1993, the same year UVA was formed. Since UVA did not (and still does not) have any of its own staff, the agreement provides a method for the County to provide staff services such that the Agency could accomplish its mission.  The amended agreement reflects current staffing needs, updates rates, and provides UVA with the ability to contract out other services in the future should they choose to do so.

The UVA Board previously approved this agreement at its meeting of June 27, 2022.

BACKGROUND AND DISCUSSION

The subject agreement was first entered into on April 19, 1993, the same year UVA was formed. UVA is a Joint Powers Authority (JPA), whose members include Napa County, the Town of Yountville, and the Cities of St. Helena and Calistoga.  UVA’s mission is to manage the Franchise Agreements that set rates and implement the waste diversion and disposal requirements of the State of California. Since UVA did not (and still does not) have any of its own staff, the agreement provided a method for the County to provide staff services such that the Agency could accomplish its mission.  Some services that were originally provided by the County (such as legal counsel and review of rate packages) have subsequently been replaced by contract services.  The County still supplies the Agency Manager, the Clerk of the Board, Integrated Waste Management Staff, and accounting services.  The amended agreement reflects current staffing needs, updates rates, and provides UVA with the ability to contract out other services in the future should they choose to do so.
