BACKGROUND
California Human Development Corporation (CHDC) is a 501(c)(3) organization that specializes in working with the farmworker population. CHDC has provided onsite management services for the three county-owned farmworker centers (Centers) for 18 years. This agreement ensures lodgers at each of the Napa County operated Farmworker Centers have access to three meals per day (Monday - Saturday) and safe and welcoming affordable housing three-hundred and thirty (330) days per calendar year (statutory maximum). As the property management and services contractor, CHDC’s scope of work includes daily grounds inspections, rent collection, preventative maintenance, custodian services, safety inspections, marketing, meal provision and service coordination. The proposed contract includes an increase from prior fiscal year of 5%, reflecting operational increases primarily driven by increases in salaries, fringe benefits, and maintenance supplies.
CHDC will operate to provide 56,430 available bed nights for farm workers across the three centers). The opening and closing schedule is:
Calistoga: Open: 07/01/26 Close: 11/29/26 Reopen: 01/03/27
Mondavi: Open 07/01/26 Close: 11/22/26 Reopen: 12/27/26
River Ranch: Open 07/01/26 Close: 12/27/25 Reopen: 01/31/27
The operating schedule ensures there is always one center open, and times the closing of two centers to the slowest period of the year (November - December) when demand for agricultural work is reduced and many farmworkers return to homes and family outside of the Napa Valley. County staff continue marketing efforts in collaboration with CHDC to obtain a 95% occupancy rate to maximize revenues and meet State regulatory requirements. Historically, the centers average above 90% occupancy throughout the eleven months each one is licensed to operate, owning to the year-round demand for specialized agricultural and vineyard management labor.
CHDC has a strong working relationship with County staff and local non-profits such as Napa Farmworker Center Alliance (Cinco de Mayo, Inc.), which hosts an annual golf tournament to fundraise for on-going maintenance needs at each of the Centers as well as provide for an annual holiday meal and gifts for the lodgers.
Requested Action: Approve and authorize Agreement No. 270072B (NCHA) with California Human Development for a maximum amount of $1,210,913 for the term July 1, 2026, through June 30, 2027.

The Housing Authority contracts with CHDC each year to provide onsite management of the centers. In the previous three RFP’s for a service provider, CHDC was chosen as the best and most cost efficient fit to provide these services. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
