BACKGROUND

The proposed Devlin Roundabout project is located at the intersection of Devlin Road and Soscol Ferry Road in Napa County.  This project is adjacent to Highway 29 which is State ROW. Construction of the roundabout requires minor changes to Soscol Ferry Road and the new Soscol Junction roundabout.  As a result, a portion of the State ROW will be impacted and require modifications of the current access control.  Caltrans has determined that the appropriate process to modify the access control, which will transfer a portion of State ROW to Napa County, is a Relinquishment Agreement. Therefore, Caltrans and Napa County need to approve the Relinquishment Agreement in order to move forward with the project.  The project is scheduled to start construction this Fall contingent upon finalization of the relinquishment process with Caltrans.

Approve and authorize Agreement No. 8675 for the relinquishment of State Right of Way necessary for the Construction of the Napa County Soscol Ferry Road/Devlin Road Roundabout Project.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: A Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program were adopted by the Board of Supervisors on August 17, 2021, for the Soscol Ferry Road - Devlin Road Intersection Roundabout Project (SCH #2021070257) pursuant to Resolution No. 2021-92. There have been no substantial changes to the Project or new information of substantial importance within the meaning of CEQA Guidelines section 15162 that would warrant additional environmental review in connection with this action.
