BACKGROUND

On October 22, 2022, Napa County entered into an agreement with H2O Partners, Inc. to obtain grant writing services for the 2022 Building Resilient Infrastructure and Communities grant application. On January 10, 2023, the contract was amended to update the scope of work and compensation to include identifying and applying for additional grant funding opportunities.

In Fall 2025, Fire Administration engaged H2O Partners, Inc. to assist in the submission of a grant application for the Hazard Mitigation Grant Program 2025 notice of funding opportunities. The County has received subsequent Requests for Information from grantee agency California Office of Emergency Services which necessitate additional time to complete. H2O Partners, Inc. has further been engaged to assist with the completion of document submission required for the 2022 Hazard Mitigation Grant Program further necessitating a contract extension.

Requested Action:
Approve and authorize Amendment No. 3 to Agreement No. 230216B with H2O Partners, Inc., to extend the term to December 31, 2027, with no change in max compensation, to complete the application for the Hazard Mitigation Grant Program Application 2025 and document submission for the 2022 Hazard Mitigation Grant Program.
