BACKGROUND
In 2021, Governor Newsom signed Senate Bill 1 (Atkins, 2021) into law. Senate Bill 1 (SB 1) directs the state to provide funding to local and regional governments to develop sea level rise adaptation plans and implementation projects. The California Ocean Protection Council (OPC), within the California Natural Resources Agency, administers the SB 1 Sea Level Rise Adaptation Planning Grant Program to assist local governments in planning for and adapting to sea level rise.
On December 18, 2025, Napa County submitted a proposal in response to OPC’s Senate Bill 1 Sea Level Rise Adaptation Planning Grant Program to fund Napa County's Sea Level Rise Adaptation Planning, requesting $522,743 in grant funding. On March 23, 2026, OPC authorized approval of disbursement of funds to successful applicants to the Senate Bill 1 Sea Level Rise Adaptation Planning Grant Program including Napa County's Sea Level Rise Adaptation Plan.
Napa County will develop a single-jurisdiction Subregional Shoreline Adaptation Plan for unincorporated lands along San Pablo Bay and the Napa River. Building on the County’s 2025 sea level rise analysis and ongoing Regional Climate Action and Adaptation Plan, the project will develop nature-based adaptation strategies, establish phased adaptation pathways, and produce land use policy recommendations and a financing strategy in coordination with American Canyon toward SB 272 compliance.
The OPC Grant Execution Process requires Napa County adopt a resolution to formally approve the project and funding, agree to comply with all applicable requirements, and authorize the designated representative to receive funds and execute the grant agreement on behalf of the organization. Exhibit 1, attached to the resolution, is the required OPC resolution template for execution.
Requested Action:
Adopt a Resolution authorizing the participation in the OPC SB 1 Sea Level Rise Adaptation Planning Grant Program (Track 1), ratifying the Planning, Building and Environmental Services Department’s submittal of the County’s Track 1 planning grant application submitted on December 18, 2025, and authorizing the acceptance of SB 1 Sea Level Rise Adaptation Planning Grant Program funding in the amount of $522,743.
