SUBJECT:                     Animal Services Agreement with the City of Napa Amendment No. 9

RECOMMENDATION

title

Approve and authorize Amendment No. 9 to revenue Agreement No. 180024B with the City of Napa for animal services within the city’s municipal boundaries. (Fiscal Impact: $1,271,818 Revenue; General Fund; Budgeted; Discretionary)

body

BACKGROUND

The County of Napa has provided animal services to the City of Napa since 1995.  The Sheriff’s Office assumed field operational duties in 1998.  Animal Services Officers are responsible for impounding animals found to be in violation of county ordinances, investigating animal bites, acts of cruelty against animals, and assisting sick, injured, or stray animals.  Funding from the City of Napa covers at least two Animal Services Officers, 7 days a week, during business hours and one Officer on call for emergencies and holidays during all other times.

Amendment No. 9 to Agreement No. 180024B meets the expectations for both parties and provides cost certainty for 3 years.  During the term of this agreement July 1, 2024, through June 30, 2027, the total cost for animal services as set forth in the amendment is as follows: FY 2024-2025: $410,455; FY 2025-2026: $423,795; FY 2026-2027: $437,568.  This amendment was approved by the City of Napa on May 7, 2024.

Requested Action:

Approve and authorize the Chair to sign Amendment No. 9 to Agreement No. 180024B with the City of Napa for the first term July 1, 2024, through June 30, 2025, with an automatic renewal clause for two additional years for animal services within the city’s municipal boundaries.

FISCAL & STRATEGIC PLAN IMPACT

Is there a Fiscal Impact?

Yes

Is it currently budgeted?

Yes

Where is it budgeted?

Sheriff’s Animal Services (Org 1362000, Obj 46815)

Is it Mandatory or Discretionary?

Discretionary

Discretionary Justification:

This item is discretionary in that there is not mandate for the Sheriff’s Office to provide Animal Control Services to the City of Napa.  Under this Amendment, the City of Napa reimburses the County for at least two Animal Control Officers, 7 days a week, during business hours and one officer on call for emergencies and holidays during all other times.

Is the general fund affected?

No

Future fiscal impact:

Amendment No. 9 extends the contract through June 30, 2027.  Appropriations will be budgeted and invoiced accordingly.

Consequences if not approved:

If this agreement is not approved, the City of Napa would need to provide their own animal services or contract with another jurisdiction.  Napa County would lose the budgeted revenue.
