BACKGROUND AND DISCUSSION

Title: Taking a Fresh Look at the Carbon Footprint of the Napa Recycling Municipal Diversion Facility from a Global Heat Reduction Perspective

Committee members will hear a report about a pilot study conducted by SCS Consulting and the SCS Global Heat Reduction Initiative (GHR) on behalf of Napa Recycling and Waste Services (NRWS), which will showcase the use of an advanced Total Climate Accounting approach developed to help users achieve the greatest climate return on investment (ROI).  Under Phase 1 of the study, SCS calculated the 2024 carbon footprint of operations at the Napa Recycling Municipal Diversion Facility (MDF) and quantified the climate benefit of its composting efforts.  Under Phase 2, SCS determined how implementation of a new Anaerobic Digester project would alter the carbon footprint.  In addition to conventional carbon footprint analysis and reporting metrics, the study expanded the analysis in two important ways by: 1) including a wider range of climate pollutants, and 2) evaluating the corresponding global heat impact reduction associated with these operations over near-term timeframes of interest.  The results of this study provide a new window into the importance of NRWS’ operations to the County’s overall climate goals and demonstrates how the expanded heat reduction analysis can shed light on establishing priorities for climate action throughout Napa County.
