BACKGROUND

In 2025, the California Legislature passed, and Governor Newsom signed, SB 707, which requires that local agencies, including the Napa County Board of Supervisors, adopt a policy regarding disruption of telephonic or internet service occurring during its open, public meetings. This policy must, by law, be adopted at a noticed public meeting in open session, not on the consent calendar.
In addition to this mandated update, staff propose two clarifying updates related to delegations of authority by the Chair to affix an electronic signature to certain documents, including resolutions, orders, ordinances, contracts, minutes, notices, deeds, leases, papers, and records of the board, as well as legislative position letters.
Finally, staff suggest that the Board fully consolidate all policies relating to Great Wine Capitals (GWC) General Assembly attendance by incorporating the substance of portions of Policy Section 2 “Agricultural Commission” related to GWC expenditures into this policy.

Napa County will not be in compliance with the mandated remote access disruption measures provided by SB 707 (PC 327, 2025).
