BACKGROUND
On June 12, 2026, the District was awarded a grant for $600,000 by the San Francisco Bay Restoration Authority (SFBRA) for the design and permitting of the Napa River Estuary Enhancement and Public Access Project (Project). The Project consists of restoring approximately 46 acres of wetland and creating a passive recreation area and access to the Project and the South Wetlands Opportunity Area. In its grant application and as a condition of award, the District will contribute $90,000 of in-kind match funds related to Project management and community outreach.
Requested Actions:
1. Adopt a resolution accepting San Francisco Bay Restoration Authority grant funds and approve authority for District Engineer or Watershed and Flood Control Operations Manager to sign the grant agreement and other relevant documents; and
2. Approve Budget Amendment increasing appropriations by $690,000 in the Watershed Projects budget to consulting services (Fund 8000, Sub-Division 8000500, Account 52310) related to the design and permitting of the Napa River Estuary Enhancement and Public Access Project offset by increase in revenue by $600,000 from SFBRA grant funds (Account 43790) and $90,000 from the use of available fund balance. ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The District finds that the mere acceptance of grant funds from the San Francisco Bay Restoration Authority does not constitute a "project" under CEQA pursuant to 14 CCR Section 15378(b)(4), as it is a government fiscal activity that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. Full CEQA environmental review and documentation will be completed, reviewed, and legally certified by the District prior to the formal approval of any physical construction or ground-disturbing restoration activities.
