Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to sign:

1.  Revenue Agreement No. 240096B with the California Department of Public Health (CDPH) for Federal Fiscal Years (FFY) 2024-2026 for a contract maximum of $584,604 for Nutrition Education and Obesity Prevention (NEOP) activities county-wide; and

2.  Agreement No. 240077B with Innovative Health Solutions, for FFY’s 2024-2026 for a contract maximum of $461,400 to continue providing NEOP activities to the community.

EXECUTIVE SUMMARY

Approval of today’s requested action allows HHSA’s Public Health (PH) division to continue planning, coordinating, and implementing a comprehensive public health nutrition program. The goal of this program includes promoting the 2020-2025 Dietary Guidelines, increasing fruit and vegetable consumption, offering nutritional education, and obesity prevention activities to the community. PH, along with subcontractor Innovative Health Solutions, will provide leadership and coordination to garner community engagement to implement nutritional education as well as convene community stakeholders to continue implementing the Community Nutrition Action Plan (CNAP) via Live Healthy Napa County (LHNC) and Napa Healthy Bodies Coalition.  The Federal Fiscal Years described cover October 2023 through September 2026.

Discretionary Justification:

While there is no mandate to accept this funding nor enter into this agreement with Contractor, CDPH provides funds to the County for the specific purpose of providing nutritional education classes to community members and collaboration with stakeholders to continue the implementation of the CNAP.

Future fiscal impact:

These agreements terminate on September 30, 2026. Appropriations have been included in the approved Fiscal Year 2023-2024 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

If these agreements are not approved, the County will be unable to draw down Federal funds to reimburse PH for expenses incurred while coordinating nutrition education activities in Napa County and would decrease the success of the CNAP.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The Supplemental Nutrition Assistance Program (SNAP) is the cornerstone of the United States Department of Agriculture’s (USDA) nutrition assistance program and plays a vital role in helping improve nutrition among low-income individuals. Under current Code of Federal Regulations (CFR) 7 CFR 272.2, and the Food and Nutrition Act of 2008, states have the option of providing nutrition education to SNAP recipients as part of their program operations. USDA’s Food and Nutrition Service (FNS) actively encourages States to provide nutrition education for SNAP participants and eligibles. The goal of SNAP-Ed is to improve the likelihood that persons eligible for SNAP will make healthy food choices.
In California, SNAP is known as CalFresh. CalFresh is the largest food program in California that provides monthly food benefits to individuals and families with low-income. CalFresh stretches food budgets, allowing individuals and families to afford nutritious food, including more fruit and vegetables. SNAP-Ed, known in California as CalFresh Healthy Living (CFHL), is administered by state and local implementing agencies to reduce the prevalence of overweight and obesity among eligible SNAP-Ed residents through educational strategies and multi-level organizational and community-wide public health approaches that support healthy behaviors at multiple levels of influence.
The mission of CFHL is to reduce the prevalence of overweight and obesity among California SNAP-Ed eligible residents through educational strategies and multi-level organizational and community-wide public health approaches that support healthy behaviors at multiple levels of influence.

Priorities of the program include:
     1. Increase access to and consumption of healthy foods and beverages, with an emphasis on increasing consumption of water;
     2. Decrease access to and consumption of less healthy foods and beverages, with an emphasis on decreasing consumption of sugar sweetened beverages; and
     3. Increase physical activity.
HHSA’s PH will continue to provide leadership to implement nutrition education and physical activity promotion as well as convene community stakeholders to continue to implement CNAP, via the Healthy Bodies Coalition. Work activities and interventions will target food assistance sites, parks and open spaces, and K-12 schools. The goals of the program include promoting the 2020-2025 Dietary Guidelines, increasing fruit and vegetable consumption, and increasing physical activity among the CalFresh population (i.e., low-income residents with income below 185% of the federal income guidelines).
PH was awarded a three-year grant from CDPH for $584,604. Of that, subcontractor Innovative Health Solutions will receive $461,400 over three years for the continuation of nutritional education and obesity prevention activities in the community. The remaining $123,204, distributed over three years, will be used for PH staff to administer the grant and participate in associated activities.
During FFY’s 2024-2026, CFHL’s aim is to create change at the individual and community levels. This work increases the reach and impact of SNAP-Ed in California. Local work activities and interventions will target food assistance sites, parks/open spaces, and K-12 schools.
