BACKGROUND
The Fiscal Year 2026-2027 Recommended Budget includes funding for a Skeeter EV Ford F-550 Type 6 Engine. The County Fire Department requests authorization to purchase this apparatus from Golden State Fire Apparatus/Skeeter Emergency Vehicles without securing competitive bids for compatibility and inadequate competition reasons.
The Department has established Skeeter-brand engines as its standard firefighting equipment due to their reliability and lower maintenance costs compared to other manufacturers. Service records show that Skeeter apparatus experience fewer maintenance issues, resulting in reduced out-of-service time and lower repair expenses. Standardizing equipment also allows the Department to streamline training for personnel, enhance operational efficiency during emergency incidents, and maintain consistency across maintenance systems, software, and required tools.
Requested Actions:
1. Approve a waiver of the competitive bidding requirement and provided a sole source award to Golden State Fire Apparatus for the purchase of a new Skeeter EV Ford F-550 Type 6 Engine in the amount of $574,000 pursuant to Napa County Code section 2.36.090 due to technical compatibility requirements.
