BACKGROUND

Lexipol policy and procedure services began in Fiscal Year 2020-2021 with Probation. The Department does not have the resources and legal expertise to maintain a Policy Manual which needs creation, revision, and implementation to limit risk and enhance personnel safety.

Lexipol provides fully developed, updated, state-specific policies based on nationwide standards and best practices while incorporating state and federal laws and regulations where appropriate. Lexipol's services include Daily Training Bulletins (DTBs) which are designed to help staff learn and apply the Department's policy content through 2-minute training exercises that entail:

                     Scenario-based training that ties policy to real-world application

                     Understanding and retention of policy content is improved via a singular focus on one distinct aspect of the policy

                     Each DTB includes a question that confirms the user understands the training objective

                     DTBs can be completed via computers, smartphones, tablets, or other mobile devices

                     Reports show DTB completions by staff member and topic.

The contract maximum for each fiscal year is as follows:

Fiscal Year 2026-2027:                     $22,025

Fiscal Year 2027-2028:                     $23,126

Fiscal Year 2028-2029:                     $24,282

 

Requested Action:

Approve and authorize Agreement No. 270024B with Lexipol, LLC. for the term July 1, 2026 through June 30, 2029, with a contract maximum of $69,500.

Discretionary Justification:

Policies that are out of date, non-compliant or lacking could result in plaintiff award. The request for professional services in policy development and implementation is pre-emptive and may prevent successful civil litigation with matters related to Probation operations.

Future fiscal impact:

With a three-year term, subsequent fiscal years will be budgeted accordingly.

Consequences if not approved:

The department will not be in compliance with current legislation, policy and practice.
