BACKGROUND
On July 1, 2022, Napa County solicited requests for qualifications (RFQ) for professional services needed to support various projects. After ranking and interviewing, the County awarded an on-call professional service agreement (Agreement) to Miller Pacific Engineering Group (MPEG) for testing, inspection, geotechnical engineering, and related services with a maximum compensation of $500,000 per fiscal year.
On April 18, 2023, the Board of Supervisors approved Amendment No.1 to the Agreement, adding additional support for several emergency storm repairs to the already large number of projects that were in the works, through an increase in the annual not to exceed compensation from $500,000 to $750,000 per fiscal year. Since that time, additional unforeseen work has prompted the need for services during night shifts, as well as additional meetings due to complexities in construction. Funding for the additional annual compensation is accounted for when funding capital improvement projects, therefore, no additional funding is required for this increase in annual maximum compensation. MPEG, and in particular Mike Morisoli, has been invaluable in responding to storm damage, accommodating unusual shift work, and engineering services during complications that arise during construction.
Today’s action will increase maximum annual compensation by $100,000 for a new maximum of $850,000 per Fiscal Year effective June 1, 2024.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulation 15378 (State CEQA Guidelines) and, therefore, CEQA is not applicable.
