The ALUC Executive Officer requests the Airport Land Use Commission consider a ratification of the ALUCP to formally confirm and validate minor grammatical modifications made to the approved ALUCP to ensure that the Airport Land Use Commission has a chance to review and on consent adopt the changes.

EXECUTIVE SUMMARY
On December 4, 2024, the Airport Land Use Commission approved the Airport Land Use Compatibility Plan (ALUCP) Update and Negative Declaration (ND). During the final editing by the consultant, Mead and Hunt, it became apparent that minor revisions were necessary to correct a grammatical inaccuracy and to add a phrase for clarification that was not included in the draft language presented and adopted at the meeting. This change was grammatical in nature and does not change the intent of the language. Staff recommend the ALUC formally confirm and validate minor grammatical modifications to the approved ALUCP.
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: General Rule. It can be seen with certainty that there is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable. [See Guidelines For the Implementation of the California Environmental Quality Act, 14 CCR 15061(b)(3)].
BACKGROUND AND DISCUSSION
On December 4, 2024, the Airport Land Use Commission approved the Airport Land Use Compatibility Plan (ALUCP) Update and Negative Declaration (ND). During the final editing by the consultant, Mead and Hunt, it became apparent that minor revisions were necessary to correct a grammatical inaccuracy and to add a phrase for clarification that was not included in the draft language presented and adopted at the meeting.
The adopted language in ALUCP Policy Section 2.5.2(a)(1) as modified during the meeting was drafted as follows: “Any action by a local agency seeking to amend the SOI (sphere of influence) within an Airport Influence Area (AIA) that includes or supports future land use development with the expansion area and is not merely extending services.” This language is not reflected in the adopted ALUCP. The following is the final language in the document edited after the ALUC adoption hearing: “Any action by a Local Agency seeking to expand its sphere of influence within an Airport Influence Area if the expansion includes or supports future land use development and does not merely extend service to existing land uses.”
It is Staff’s opinion that the ALUC concerns should be with expansion and not the reduction of a sphere of influence. Therefore, Staff recommends correcting the grammatical inaccuracy and adding a phrase for clarification that was not included in the draft language presented and adopted at the meeting.

Additionally, on page 5-11, (Exhibit 5-4) the header inaccurately states the Angwin Airport Parrett Field instead of the Napa County Airport. The final language in the document should read as follows: “Exhibit 5-4: Compatibility Zone Delineation for Napa County Airport”.
