BACKGROUND
Napa County Airport owns and operates several Box and T-hangars for public lease/use. Several hangars are over 30 years of age and efforts have been made to identify several capital improvement projects to extend the life of these Airport Capital Assets. Airport staff have identified unsafe roof conditions in the A5-A8 box hangars that required relocation of those hangar tenants until repairs could be made. Further inspection of the metal roof and associated gutter systems identified the need for complete replacement.
Originally built in 1992, the hangar roof replacement project will replace all roof materials, gutter systems, ventilation and any failed purlins with in-kind or approved equal materials. A Bid alternate included replacing the gutter systems for hangars A1 and A4 as these have significant failures as well. This type of roof replacement is consistent with other metal frame buildings and enable the Airport to receive annual revenues exceeding $75,000 per year.
On June 24, 2025, the Board of Supervisors approved the plans, specifications, and authorization to advertise for public bid of PW26-07 Hangar A Row Roof Project. Project Management services through MCK Americas, Inc. and required specialized roof inspections through Ninyo & Moore will be included in total costs through task order under the on-call services contracts, Agreement No. 250429B and Agreement No. 230242B, respectively. On July 30, 2025, Napa County Public Works opened bids for the project with four responsive bids (attached).
The Public Contract Code requires construction contracts to be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. The County provided local contractor outreach for this project by publishing the Notice to Contractor in the Napa Register. Also, the County mailed out the Notice to Contractor to various local contractors and sent to the local construction exchanges. The lowest responsible bidder was Metal Building Company and they were selected to complete the roof replacement and the gutter system replacement for hangars A1 and A4. Metal Building Company is not a local vendor.
The proposed budget amendment is based on the lowest responsible bid, administrative costs, and associated inspection and project management task orders. The entire project will be funded through the Airport Enterprise Fund (Fund 5010, Division 50105, Project 25051).
Requested Actions related to the “Hangar A Row Roof Construction Project”:
1. Award Construction Contract “Hangar A Row Roof Construction Project”, PW26-07, to Zivko Corporation, Inc. dba Metal Building Company of Oakland, California, for their lowest Base Bid and Bid Alternate of $425,819, and authorization for the Chair to sign the construction contract;
2.Approval of Budget Amendment for the following:
a. Increase Intrafund Transfers Out appropriation by $577,942 in the Airport Operations budget (Fund 5010, Subdivision 5010000) offset by the use of its available fund balance to transfer to Project 25051 and increase to its Intrafund Transfers In revenues (Fund 5010, Subdivision 5010500, Project 25051, Account 49900); and
b. Increase Engineer Servies appropriation by $10,000 in Project 25051 budget (Fund 5010, Subdivision 5010500, Project 25051, Account 52145) transferred from Airport Operations; and
c. Increase Consulting Services appropriation by $65,014 in Project 25051 budget (Fund 5010, Subdivision 5010500, Project 25051, Account 52310) transferred from Airport Operations; and
d. Increase Construction Services appropriation by $502,928 in Project 25051 budget (Fund 5010, Sub-Division 5010500, Project 25051, Account 52360) transferred from Airport Operations.
