BACKGROUND

In October 2024, the County’s Health and Human Services Agency (HHSA) released a Request for Proposal (RFP) for outpatient Specialty Mental Health Services (SMHS) to serve adults and older adults throughout Napa County who meet criteria for SMHS and have coverage through Medi-Cal or Medicare Medi-Cal (Medi-Medi). Mentis, Inc., was selected to provide these services due to their long standing and well-established history providing these types of services to Napa County residents.

This program will include behavioral health therapy for community members experiencing serious mental illness, including diagnoses such as Bipolar Disorder, Major Depressive Disorder and/or psychotic disorders. These clinic therapy services will help to promote increased coping skills, symptom reduction and emotional regulation. The services will be offered by licensed or registered clinicians in both English and Spanish, based on the expressed language need of the community member. Services will be provided at Mentis' new clinical campus in Napa, various sites in the community, and via telehealth platforms.

Requested Action:
1. Approve and authorize Agreement No. 250323B with Mentis, Inc. for a contract maximum of $460,000 for Fiscal Year 2024-2025, and each subsequent automatic renewal, for the provision of outpatient specialty mental health services for Napa County adults.
2. Approve a Budget Amendment in the amount of $75,000 within the Health and Human Services Agency (Fund 2000), with an increase to Behavioral Health Division (Subdivision 2000200) Client Provider Services (52430) of $75,000, Behavioral Health Division (Subdivision 2000200) Medi-Cal Billing (46335) of $37,500 and using  available Fund Balance from Administration Division (Subdivision 2001000) of $37,500.

This agreement contains a provision for automatic annual renewal. Appropriations have been included in the approved Fiscal Year 2024-2025 budget and future fiscal years will be budgeted accordingly.

If not approved, adults in need of therapeutic services in Napa County may experience a delay in receiving services.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
