BACKGROUND

Napa County received the Highway Safety Improvement Program (HSIP) Cycle 11 grant to fund safety improvements at three intersections along Silverado Trail: Oak Knoll Avenue, Zinfandel Lane, and the Strawberry Patch (located approximately 0.4 mile north of Trancas Street). The purpose of this project is to reduce collisions and improve safety and visibility for motorists and bicyclists at these locations.
In general, the project includes upgrading bicycle lane striping at all three intersections; installing streetlighting and advanced flashing beacons at the Oak Knoll Avenue and Zinfandel Lane intersection; constructing a right-turn lane at Oak Knoll Avenue; and constructing a left-turn lane at the Strawberry Patch. To accommodate the proposed turning lanes, widening on Silverado Trail will be required, which necessitates the removal of some existing vegetation and oak trees. As part of project mitigation, trees removed will have a 2:1 replanting ratio and a three year monitoring period, to ensure oak tree survival. 
These improvements are intended to enhance overall traffic safety, improve bicycle accommodations, and increase intersection visibility to reduce the potential for crashes. The HSIP Cycle 11 grant will reimburse Napa County for eligible design and construction costs, with a total reimbursement estimated at up to $1,326,323.
Further details about the proposed improvements at these intersections are described below:
Silverado Trail at Oak Knoll Avenue:
Improvements include the installation of advanced flashing beacons on approaches to the intersection on Silverado Trail, construction of a new streetlight, widening of the Oak Knoll Avenue intersection apron with Silverado Trail, and installation of a right-turn lane on eastbound Oak Knoll Avenue. Additional work includes restriping the Silverado Trail median north of the intersection median to extend it closer to the intersection and widening the southbound lane on Silverado Trail to provide a right-turn lane onto Oak Knoll Avenue.
Silverado Trail at Zinfandel Lane:
Improvements include installation of advanced flashing beacons on approaches to the intersection on Silverado Trail and construction of a new streetlight.
Silverado Trail at the Strawberry Patch:
Improvements include widening the northbound travel lane of Silverado Trail in front of the Napa Strawberry business located at 2149 Silverado Trail to accommodate a northbound left-turn lane and acceleration lane.
In accordance with the California Environmental Quality Act (CEQA) Guidelines and Napa County’s Local Procedures for compliance with CEQA, the County prepared an Initial Study (IS) to evaluate potential environmental impacts associated with the project. The IS determined that the project could result in potentially significant environmental impacts unless mitigation measures were incorporated. As a result, a Mitigated Negative Declaration (MND) was prepared to reduce all identified potential project impacts to a less-than-significant level.
A Notice of Intent to Adopt the MND was circulated for public review and comment from January 2, 2026, to February 2, 2026. Comments received from the Yocha Dehe Wintun Nation were addressed in the IS/MND. With implementation of the identified mitigation measures, the project is not anticipated to result in significant environmental impacts. All mitigation measures are incorporated into the project Plans and Specifications and will be implemented as appropriate before, during, and after construction.
The Engineer’s Estimate for the “HSIP Cycle 11 Silverado Trail Intersection Improvements” project is approximately $1,250,000. The Plans and Specifications are complete and ready for approval. The Director of Public Works is requesting authorization to advertise for bids. Staff will return to the Board at the time of construction to present a detailed project budget based on the lowest responsible bid and to request a budget amendment to fund construction.

Requested Action:
1. Adopt a Resolution which adopts a Mitigated Negative Declaration, approves the Plans and Specifications, and authorizes the Director of Public Works to advertise for sealed bids for the HSIP Cycle 11 Silverado Trail Intersection Improvement project.

Discretionary Justification:

This project improves the safety for all road users and utilizes grant funding to make improvements to a high-speed roadway (Silverado Trail) in an effort to reduce traffic collisions.

Is the general fund affected?

No

Future fiscal impact:

Construction will begin in FY 2025-26 and be completed by FY 2026-27. Three (3) years of mitigation monitoring for oak tree replanting is expected to be completed by FY 2029-30.

Consequences if not approved:

The project will not advance to the construction phase. Failure to fund and award construction by June 30, 2026, would result in loss of HSIP grant funding and require the County to repay all funds previously reimbursed by Caltrans. The design phase of the project is receiving a 90% reimbursement rate, while the construction phase will receive a 68.78% reimbursement rate. While the reimbursement percentage for construction decreased, the total Caltrans funding increased as a result of additional funding appropriations approved through a project Scope Change request.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Mitigated Negative Declaration. According to the Mitigated Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas: biological resources, hydrology and water quality, transportation, and tribal cultural resources. This project site is not on any of the lists of hazardous waste sites enumerated under Government code section 65962.5.
