Director of Public Works requests authorization for the Chair to sign a Certificate of Acceptance of a Right of Way and Storm Drain Easement Deed from Nancy E. Reinke, trustee of the Nancy E. Reinke, Trustee of the Nancy E. Reinke 2006 Revocable Trust date May 8, 2006 to permanently accommodate a portion of the intersection of Buhman Avenue and Congress Valley Road as well as portions of the replacement Buhman Avenue Bridge, RDS 20-25 which is in construction.

EXECUTIVE SUMMARY
The purpose of the Certificate of Acceptance of the Right of Way and Storm Drain Easement is to permanently accommodate a portion of the intersection of Buhman Avenue and Congress Valley Road as well as portions of the replacement Buhman Avenue Bridge, RDS 20-25 which is in construction. Acceptance of the easement is associated with the Purchase and Sale Agreement (Agreement No. 220113B) authorized by the Board of Supervisors (Board) on August 10th, 2021 which outlined the details of the purchase and sale of the easement.

Acceptance of the Right of Way and Storm Drain Easement Deed is needed to fulfil the County’s obligations outlined in the Purchase and Sale Agreement authorized by the Board on August 10th, 2021. Cost will be paid for out of Project 20035 budget. |

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a
significant effect on the environment and is exempt from the California Environmental Quality Act. BACKGROUND AND DISCUSSION
The Buhman Avenue Bridge (BAB) located south of the intersection of Buhman Avenue and Congress Valley Road suffered damage during the 2014 Napa Earthquake. While the damage was not substantial enough to close the bridge to public traffic, it was enough to reduce the load capacity to 12 tons and reduce the traffic lane widths.
The BAB Project consists of new 50-feet long by 8' wide drainage structure under the new bridge. The new
bridge will provide a minimum of two 11' 4'' wide travel lanes above the drainage structure, replacement
guardrails, and pavement rehabilitation on bridge roadway approaches. Construction commenced in August of 2021 and is anticipated to conclude within fiscal year 2021-2022.
On August 10th, 2021 the Board approved authorization for the Chair to sign a Purchase and Sale Agreement with Nancy E, Reinke, trustee of the Nancy E. Reinke 2006 Revocable Trust dated May 8, 2006, for $5,000 for a non-exclusive permanent Right of Way and Storm Drain Easement.
