SUBJECT:                     Approval of the Plans and Specifications and Authorization to Advertise for Bids for the “Rossi Bridge Phase 2, RDS 25-25B” project and Approve Contract Change Order No. 3 which exceeds the Director of Public Work’s authority for the Rossi Bridge Phase 1 Project, RDS 25-25.

BACKGROUND

The Rossi Road Crossing that bridges over Conn Creek failed in February of 2025. Phase 1 of this project which involved constructing the foundation for a new bridge was completed in December of 2025. During that work it was discovered that some of the soil contained naturally occurring nickel and asbestos which required special worker protection, monitoring and off haul. This phase of the project was completed within budget but change order #3 in the amount of $43,126 that will pay for costs to haul part of the contaminated material, exceeds the Director of Public Works authority and requires Board approval.

Phase 2 of the project should start in June and involves the removal of an earthen impoundment from the creek, re-grading and installation of a new bridge. The crossing will be closed for about 6 weeks while low weight local traffic is rerouted through a private roadway. Completing this project in separate phases and the added cost of off-hauling hazardous waste has increased the project costs. Staff will return to the Board at time of award with actual bid costs and will likely request a budget amendment to fund the balance of the project.

Requested Actions:

1. Authorize the Director of Public Works to execute Contract Change Order No. 3 in the amount of $43,126, which exceeds the Director’s signing authority, resulting in a total Contract Change Order amount of $98,952.

2. Approve the Plans and Specifications for the “Rossi Bridge Phase 2 Project, RDS 25-25B” and authorization to advertise for sealed bids.

This action is needed to ensure public and emergency access.

Future fiscal impact:

This is the first phase of the project was completed in FY 25-26 while the second phase will be completed in FY 26-27. The site will also require funding for mitigation planting and reporting for 5-10 more years after the completion of the second phase.

Consequences if not approved:

If this project isn’t approved and the region receives a significant rain event, there is a good chance that the road will fail.

Additional Information

The County has drafted a temporary access agreement with Rodgers Vineyard which will allow limited use by the residents who live beyond the damaged section of the road. As part of the agreement, the County will repair damage to the private road in exchange for its use during construction and in case of an emergency. The estimated cost for this access/maintenance through the life of the project is roughly $50,000.  

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed project is part of the February 14, emergency declaration by Napa County and statutorily exempt as defined by 14 California Code of Regulations 15269 A&B (State CEQA Guidelines) and therefore CEQA is not applicable.
