BACKGROUND

The Board approved the original Agreement No. 260006B on April 22, 2025, for the University of Cincinnati Research Institute (UCCI) to develop program surveys to assist the County in assessing the performance of its youth programming.  The agreement allows for the development and pilot of two (2) program surveys (Youth Participants and Family) to assist the County in assessing the performance of its youth programing.  The Youth surveys are designed to gather data from program youths regarding topics such as their understanding of key programming teachings, beliefs of the likelihood of future behaviors, and perception of their own attitude and behavior changes since participating in the program, as well as across the aftercare period.  The Family surveys are designed to gather data from families regarding their post-program observations of youth’s attitude and behavior changes since participating in the program, as well as across the aftercare period.  

This Amendment extends the term an additional year to complete the surveys.

State realigned funding (SB 823) will be used to offset the entire professional fees of this agreement. The contract maximum is $26,000 and it is anticipated that the remaining contract balance of $15,000 will be spent in fiscal year 2026-2027.

Requested Action:
Approve and authorize Amendment No. 1 to Agreement No. 260006B with University of Cincinnati Research Institute to extend the term an additional fiscal year to June 30, 2027.

Department does not have the resources needed to develop and pilot program surveys to assess performance of its youth programing.

Future fiscal impact:

Appropriation has been requested in the fiscal year 2026-2027 Recommended Budget. UCCI’s agreement will be offset entirely by State realigned funds. (SB 823)

Consequences if not approved:

If the amendment is not approved, the vendor is not able to complete the agreed upon scope of work and Probation is not able to assess the effectiveness of its youth programs.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
